اعتبر عبد اللطيف بابا أحمد، وزير التربية الوطنية، أن 40 تلميذ داخل قسم واحد لا يعتبر اكتظاظا، حيث لا يصح حسب تصريح الوزير، خلال الزيارة الميدانية التي قادته إلى ولاية بومرداس، اعتبار الأقسام التي تضم 40 تلميذا أو أقل مكتظة، لكون القسم غالبا ما يحوي 20 طاولة بمقعدين، وهو الأمر الذي اعتبره الوزير طبيعيا ولا يمكن الحديث عن لاكتظاظ إلا في حالة تجاوز 40 تلميذا داخل القسم الواحد.
